Congressman Byron Donalds, who represents Florida’s 19th district in the U.S. Congress, announced on September 15, 2025, that his bill H.R. 4922—known as “The DC CRIMES Act”—has advanced out of the House Oversight Committee and will soon receive a vote on the House floor.
In a post made on September 15, Donalds stated: “ICYMI: My bill, H.R. 4922 – ‘The DC CRIMES Act’ was advanced out of @GOPoversight and to the floor of the House with a BIPARTISAN 26-19 vote. In DC, 18-24 y/o criminals can be sentenced as juveniles. This is wrong. This must change. My bill ensures ADULTS are treated as ADULTS.”
He further emphasized the urgency of congressional action in another message posted on the same day: “‘The DC CRIMES Act’ will receive a vote on the floor of the House THIS WEEK. Juveniles make up the majority of violent arrests in DC. The time is now for Congress to step up to the plate, adhere to their constitutional duty, and firmly address the crime in our nation’s capital.”
Donalds outlined key provisions of his legislation in a third post dated September 15: “Simply put, my bill, ‘The DC CRIMES Act’: 1–Lowers DC’s definition of a ‘youth’ from under 25 to under 18; 2–Stops judges from sentencing youth offenders below mandatory minimum—thereby deterring juvenile crime; 3–Requires DC AG to establish a website with juvenile crime stats”.
Byron Donalds has served in Congress since replacing Francis Rooney in Florida’s 19th district in 2021 and previously served in the Florida House of Representatives from 2016 to 2020. Born in Brooklyn in 1978 and currently residing in Naples, Donalds holds degrees from both Florida A&M University and Florida State University.
